1. Filing Online: Eligibility and Process

• You may qualify to file Form I-131 online if:
  • You have an existing USCIS online account.
  • You filed a related form (such as Form I-485 for Adjustment of Status) online.
• Steps to File Online:
  • Create or Log in to Your USCIS Account:
    • Access your account at USCIS Online Account.
  • Start the Form I-131 Application:
    • Select "File a Form Online" and choose Form I-131.
  • Upload Required Documents:
    • Evidence of refugee/asylee status (e.g., Form I-94 or approval notice).
    • Passport-style photos.
    • Any other supporting documents requested by USCIS.
  • Pay the Filing Fee:
    • As of April 1, 2024, the filing fee for applicants 16 or older is $165, while for those under 16, it is $135 (including biometrics).
  • Submit the Form:
    • USCIS will confirm receipt of your application and provide instructions for next steps, such as biometrics appointments.

2. Filing by Mail: Step-by-Step Process

If you do not qualify for online filing, you must submit your Form I-131 by mail.

  • Complete the Form:
    • Fill out all required sections accurately and legibly.
  • Prepare Supporting Documents:

    • Payment for the filing fee (check or money order).
  • Mail to the Correct Address:

3. Important Notes for Refugee Travel Document Applications:

• Travel Restrictions:
  • If you are an asylee, avoid traveling to the country from which you sought asylum, as it could jeopardize your asylum status.
• Processing Times:
  • Refugee Travel Documents can take several months to process. Apply well in advance of any planned travel.
• Fee Waivers:
  • Refugees and asylees may qualify for a fee waiver using Form I-912. Review eligibility before submitting your application.
• Validity of the Document:
  • A Refugee Travel Document is typically valid for one year from the date of issuance.
